CCTV News reported on March 10 that the General Administration of Customs (GAC) introduced new measures in four aspects, including relief of late fees, to further reduce customs clearance costs, actively promote enterprises to resume work and production, and promote steady growth of foreign trade.
According to the new measures, imported goods that had arrived at the port before the outbreak but could not be declared in time due to the outbreak, and imported goods that could not be declared in time due to business difficulties or lack of funds due to the outbreak of the epidemic after the enterprise resumed work, can be applied to the customs of the declaration place for relief of the delayed declaration fee according to the "Measures for Collection of Delayed Declaration Fee for Imported Goods by Customs".
Enterprises that have difficulties in paying taxes due to the epidemic situation may also submit a written application to the customs of the declaration place to postpone paying taxes and provide a tax payment plan of up to 3 months.
In addition, enterprises can apply for an extension of up to 3 months for goods declared for import before the end of April and released under guarantees such as bank guarantee or customs duty guarantee insurance, and the customs will not lodge a claim with the guarantee agency for the time being. At the same time, if an enterprise delays the resumption of work during the epidemic period and causes the overdue verification of the manual (account) book, the enterprise may apply to the competent customs for temporary extension of the validity period of the manual (account) book; If the application for overseas processing, deep processing and domestic sales exceeds the prescribed time limit, the enterprise may apply for an extension of customs formalities.
In the next step, while ensuring the prevention and control of epidemic diseases at ports, the customs will make good use of various policies and measures, further simplify customs clearance procedures, promote the reduction of import and export documents, deepen the application of "single window" in international trade, reduce port and inspection and quarantine fees, and make every effort to promote the steady growth of foreign trade.
